Iowa City's own page lists 'permitting' as one of several cost categories a homeowner should ask installers about, but does not publish a specific dollar figure or fee schedule on the page itself — left null rather than guessed.

Inspection steps

• A City of Iowa City building inspector reviews the permit application (typically within 3 business days or less) and contacts the applicant with an approval or a request for any missing information
• The State of Iowa or the applicable local authority requires a construction inspection upon completion of the distributed generation system installation
• MidAmerican Energy may require its own verification that the installed system meets applicable interconnection standards before authorizing the system to operate

• Program/pathway: Solar PV is permitted by right as an accessory structure in Iowa City (no special board review required). Grid-tied systems interconnect with MidAmerican Energy under Iowa's net billing/inflow-outflow framework (Iowa Code § 476.49; Iowa Administrative Code 199-45 for interconnection, 199-15 for Cogeneration and Small Power Production Rules) rather than traditional net metering, which Iowa state law does not permit.
• Other conditions:
  • Iowa state law does not allow traditional full-retail-rate net metering; MidAmerican Energy's IUC-approved tariff (Rate IO, Docket No. TF-2020-0235, effective 11/24/2020) instead credits exported energy as a dollar amount at the outflow purchase rate.
  • Iowa law requires the distributed generation system owner to notify their interconnected electric utility at least 30 days before installing a distributed generation system.
  • Solar arrays are allowed in all Iowa City zoning districts, including Historic and Conservation Districts; a streamlined historic-review process applies when the array is on a rear-facing or outbuilding roof, mounted close to and parallel with the roof surface, and colored to blend with the roofing materials — otherwise a standard Historic Preservation Commission review applies.
  • Iowa's residential Solar Energy System Tax Credit is no longer available for systems installed in 2022 or later, but Iowa City confirms solar arrays still qualify for a state property tax exemption on the added value for the first five years after installation.
  • Since January 2023, Iowa City ordinance prevents newly formed HOAs (or new HOA solar rules) from being more restrictive of solar installations than the City's own regulations.
