Statewide production-based incentive (PBI) for net-metered residential solar PV: a fixed 15-20 year contract paying a fixed price per kWh for all electricity produced by the system (not just excess exported), with credits applied to the customer's bill up to the amount owed and any excess compensated via direct deposit.
