Utah's rooftop-solar customer classification is governed by a settlement agreement and Utah Public Service Commission order, summarized on the Utah Department of Commerce Office of Consumer Services' own page: customers fall into one of three tiers based on when their complete interconnection application was submitted to Rocky Mountain Power — Net-Metered (NEM) if before 2017-11-15, Transition if 2017-11-15 through 2020-10-30, and Post-Transition/Export Credit if after 2020-10-30 (the tier all new applicants fall under today).
