Banning is notably absent from SCE's own 'Incorporated Cities and Counties Served by SCE' fact sheet, consistent with Banning having its own municipal utility rather than SCE service.

BEU is a vertically-integrated municipal utility (like Riverside Public Utilities, Burbank Water and Power, and Glendale Water and Power) — it procures and delivers its own power (a mixed portfolio including nuclear, geothermal, solar, landfill gas-to-energy, and hydro, reported 54% renewable in 2021) rather than sitting alongside a separate CCA. Some supporting official material could not be independently confirmed from the full source in GridPermit's latest review. Verify the current requirement with the authority before relying on it.

Banning Electric Utility remains the utility/interconnection authority. The current City Solar Permits page says plans go to Banning Electric first, before Symbium and the Building & Safety permit submission. The BEU Program Guidelines say the utility application review can take up to 45 days and its plan check up to a further 45 days. Those are utility stages, not City permit review time. The same guidelines list a $500 utility-program contribution in aid of construction ($245 production meter + $255 utility application/plan-check/inspection review) and a $60 minimum for additional utility plan checks/inspections beyond the included set; these are preserved here as interconnection/program context rather than displayed as City permit fees.

The current City Solar Permits page sends the final permit package to the City of Banning Building & Safety division through SmartGov. The Building & Safety page states that the division reviews plans, issues permits and performs inspections. Banning Electric remains the utility/interconnection authority, not the building-permit authority.

Inspection steps

  • The Electric Utility MUST be contacted first for inspection, at (951) 922-3260
  • The Electric Utility inspects the complete PV system (module/inverter placement, disconnects, placarding, production meter socket, back-feed voltage, clearances) against the approved plans
  • Upon passing, the Electric Utility signs off on the Job Card/Permit and advises City of Banning Building and Safety, at which point the customer/contractor can schedule the City's own Building and Safety inspection
  • The Job Card/Permit must be onsite at the time of inspection
