Lake Elsinore was never a Western Community Energy member city (its member cities were Eastvale, Hemet, Jurupa Valley, Norco, Perris, and Wildomar), and WCE itself deregistered with the CPUC and dissolved via Chapter 9 bankruptcy in 2021 — so no CCA currently operates anywhere in Riverside County.
