How to read this guide

GridPermit collects California residential solar and permitting facts directly from official sources (city, county, and state government sites, utilities, and public utilities commissions) and shows only what we can verify, with a confidence score and a link to where it came from. Nothing here is estimated or inferred beyond what's stated below. See our methodology for the rules this page follows.

Battery/solar incentive program on record

No battery/storage incentive program is on record for this locality.

Permit fees

The existence of City permit/plan-review fees is verified; the amount is project-specific rather than a single solar flat fee.

  • Solar Photovoltaic permit and plan-review fees: amount not verified (project-specific)

The City solar process requires payment of applicable Building & Safety permit/plan-review fees. The exact amount depends on project scope and the current Citywide Fee Schedule, so no single dollar figure is represented as universal.

Utility and generation supplier

Utility

Glendale Water and Power (GWP)

Glendale Water and Power is the City of Glendale's own municipal electric utility. Glendale is notably absent from SCE's own 'Incorporated Cities and Counties Served by SCE' fact sheet (which lists many neighboring LA County cities but not Glendale), consistent with Glendale having its own municipal utility rather than SCE service. Some supporting official material could not be independently confirmed from the full source in GridPermit's latest review. Verify the current requirement with the authority before relying on it.

Generation supplier

Glendale Water and Power (GWP) (utility)

GWP is a vertically-integrated municipal utility (like LADWP, Pasadena Water and Power, and Burbank Water and Power) — it generates/procures and delivers its own power rather than sitting alongside a separate CCA. Some supporting official material could not be independently confirmed from the full source in GridPermit's latest review. Verify the current requirement with the authority before relying on it.

https://www.glendaleca.gov/government/departments/glendale-water-and-power/solar-education/guide-for-applying-for-pv-interconnection-and-nem-for-under-15-kw-cec-ac-residential-systems

The City's guide says the GWP Solar Team typically completes its initial review of the PV Interconnection Application (and optional energy storage) within 3-5 business days, before the application moves on to Engineering, Building & Safety, or both. That is the utility's review stage only. Building & Safety plan review and permit issuance have no stated duration in the guide, and NEM meter reprogramming after the final inspection takes 7-10 working days (Step 11). Some supporting official material could not be independently confirmed from the full source in GridPermit's latest review. Verify the current requirement with the authority before relying on it.

Inspection steps

  • After installation, the solar contractor uses their Glendale Permits account to schedule the inspection with Building & Safety
  • After the inspection and final sign-off, Building & Safety notifies GWP Engineering that the system passed inspection
  • GWP Engineering then submits a work order to GWP Field Services for NEM reprogramming of the electric meter, taking 7-10 working days
  • Once the meter is reprogrammed, GWP notifies the contractor/customer that the system can be turned on

Per the City's own process guide, Steps 9-12.

Eligibility constraints

  • Property types: residential
  • Max system size (AC): 15 kW
  • Max system size (DC): Not yet verified.
  • Max thermal capacity: Not yet verified.
  • Program/pathway: PV Interconnection and Net Energy Metering (NEM) for under 15 kW CEC-AC residential systems
  • Other conditions:
    • PV systems sized up to 10 kW CEC-AC: self-certification of system-size need is accepted within the PowerClerk application, and the Shading Analysis Report is waived (subject to a disclosure statement about nearby trees under 50 feet)
    • PV systems over 10 kW CEC-AC: GWP uses 110% of the customer's trailing 12-month kWh usage to establish anticipated annual load, compared against PowerClerk's estimated system production
    • Proposed system size must be primarily intended to offset part or all of the customer's own electrical requirements
